Turkey: Columnist Calls for Improved Ties with Iran

<p> [Excerpts] President Hashemi-Rafsanjani's visit to Turkey
may mark the beginning of a new era of relations between Turkey
and Iran. Ever since Hashemi-Rafsanjani became the president of
Iran, that country has been observed from a different angle in
the world. Hashemi-Rafsanjani is a balanced, moderate, and
realistic leader who successfully defends his country's
interests. [passage omitted]

<p>Iran's Relations With Turkey
</p>
<p> Regrettably, the relations between Turkey and Iran have
significantly fluctuated in the past 10 years. We have
experienced unfortunate stages in our relations. We failed to
understand each other...We have always been skeptical and
apprehensive toward each other.
</p>
<p> The Iranian Administration seemed to look upon our "secular"
regime, which we regard as a way of life on which we cannot
make concessions, as a hostile system. The Iranian newspapers
and the Iranian radio network launched unjustifiable attacks on
Turkey. Furthermore, we had to deal with a number of
anti-Turkey activities.
</p>
<p> In short, we upset each other very much because of the
absence of contacts between the two sides. The relations between
the two countries were at their lowest ebb for a certain period
of time. Turgut Ozal was the person among the political cadres
who understood Iran best. Even his influence, however, was not
enough.
</p>
<p> A new era is beginning in the relations between Turkey and
Iran. The two countries upgraded the political dialogue between
them during the Gulf crisis. The contacts between Hashemi-
Rafsanjani and Turgut Ozal in particular strengthened the
weakened confidence between the two countries to a certain
degree. Although it cannot be said that the feeling of
confidence between Turkey and Iran has reached an ideal level,
new foundations have at least been laid in that direction.
</p>
<p> Let us be realistic. Iran and Turkey are two countries which
compete in broadening their influence in the region. We were
not as persistent in the past as we are at the present. We have
moved after the Gulf war to broaden the sphere of Turkey's
influence.
</p>
<p> On the other hand, Iran was an influential country in the
past. It was more influential and effective than Turkey at
various times for various reasons. It lost its influence for a
certain period of time, but it is now regaining its esteem.
</p>
<p> In view of this, a secret rivalry--which is neither
mentioned nor openly discussed--exists between the two
countries. Of course, we also have to consider the common
interests of Turkey and Iran, starting from the Kurdish problem
and moving on to the question of security in the region, the
question of the Soviet Union with which we have common borders,
and the economic interest to Ankara and Tehran...
</p>
<p> As far as we are concerned, it will be a pity if Hashemi-
Rafsanjani's visit remains only at political level and does not
have a bearing on the economic field. Unfortunately, nothing
has been able to reactivate the economic relations between the
two sides thus far. Of course, both the Turks and the Iranians
have to be blamed for that. The matter is not a one-sided
problem. Furthermore, the suspension of oil purchases has
paralyzed all economic activity.
</p>
<p> Improving both its political and economic relations with
Iran is in Turkey's interest. Regardless of the many problems
it has to resolve, Iran is the most stable country in the
region. What is more important is that its economic future is
promising. Furthermore, Iran is a country that can be trusted
more than a number of other countries on monetary matters.
</p>
<p> Meanwhile, having Turkey's political and economic support is
in Iran's interest. Turkey is a country which can carry Iran's
views to a number of centers in the Western world which Tehran
cannot reach. On the other hand, Turkey can also be Iran's
shortcut to the Western countries. Furthermore, Turkey can meet
Iran's needs at a lower cost...
</p>
<p> Let us leave formalism aside. Let us evaluate each other on
the basis of the strength of the cards we hold in our hands and
move to initiate a new era between Turkey and Iran. Obviously,
we need each other very much.
